Combine Load Guides + City Manifest + Mark PROs

How it works:
1) Upload your Load Guide PDF
2) Upload your Shipments CSV/Excel (used to determine circle/slash from Bay Location)
3) Provide your Dock Grid JSON (paste or upload) — we generate the City Manifest PDF from this
4) Output is sorted for dock-walking: evens ascending, odds descending

PRO Marking:
- Circle if Bay Location contains BAY
- Slash if Bay Location contains TLR
